Synopsis
In mid-nineties by the order of the Minister of the Interior there was founded a department, the purpose of which was to struggle against the organized crime. The department had a big name, but in reality it consisted of only 12 men, who were given three rooms in a far end of the hall, two old cars and a cell-phone for the chief of department, Igor Fyodorovich Klepko.
